It's hardly a surprise: right now, every media outlet is covering the COVID-19 pandemic and probably won't focus on even a flagship graphics card announcement. The same goes for regular users and gamers, who are currently more concerned with safety than high-tech gadgets.

It seems we won't be learning the true technical specs of the GeForce RTX 3080 Ti and GeForce RTX 3080 graphics cards anytime soon. However, there's no point blaming NVIDIA; they need healthy, engaged customers who can absorb new information and then buy their products.
